		<description>This really isn&#039;t DoDs job, except 3, which they are somewaht on top of now.  You want civilian, relief, reconstruction, development . . . those fall right into the gaping hole of State/USAID.  (How&#039;s that OCRS coming along?)  We need Barnett&#039;s Dept. of Everything Else.</description>
