		<description>I am writing a thesis on health and human security and i like your analysis. Brilliant work but I do not agree with Mary Kaldor on the primacy of human rights. i think that in many ways especially when dealing with infectious disease and terrorism. In protecting the individuals and communities the pursuit of human rights is suspended. Take for example how China dealt with the swine flu issue in sending back planes from endemic areas. or how cambodia is creating an HIV zone.
Human security is primarily preventive and for its success such measures are required though regrettable.</description>
